An OSPF neighbour that never leaves ExStart.
シナリオ
Pelham Water commissioned a new link between its treatment site and the control centre. Both routers list each other as neighbours and the interfaces report up in every direction, but the routes never appear and the neighbour state never settles. Bring the adjacency to Full so the sites exchange routes.
