Traffic Leaves by the Backup Circuit
Everything is reachable - over the wrong circuit.
Scenario
Ridgeview Manufacturing pays for a high-capacity primary circuit to ISP-A and keeps a cheap ISP-B link as backup. Reachability to the partner datacenter is fine and has never alerted, but the finance team has queried why the backup circuit is carrying almost all of the month's traffic. Make the partner network route over the primary circuit without asking either carrier to change anything.
