A healthy secondary route is missing from the forwarding decision even though it should be eligible.
Scenario
Marlowe Motors carries traffic from its branch through a primary route and a slower secondary route. The backup path is healthy but never appears as an eligible route, leaving the branch exposed to a single-link failure. Adjust the routing policy so the intended unequal-cost paths can be used without making the slower link the sole path.
