Scenario
Ember Utilities has two routers sharing a transit segment, and a route to the remote service was added during a maintenance change. The route is present, but traffic is handed to the wrong neighbor and never reaches the service. Trace the forwarding choice and correct the path without changing the shared segment's addressing.
